Carmen D. Conde-Torres, is the main partner and founder of C. Conde & Assoc.

With vast experience in “High Profile” Reorganization issues and Bankruptcy Cases. Attorney Conde has been appointed on multiple occasions by the United States Court of Appeals for the First Circuit as a member of the committee for the evaluation of candidates for bankruptcy judge’s positions in the District of Puerto Rico. She has been invited as speaker by bankruptcy institutions in Puerto Rico, The American Bankruptcy Institute USA, NACDA, the Instituto Iberoamericano de Derecho Concursal en Chile and Rome, Italy. She has been selected on multiple occasions within the best lawyers for Puerto Rico and Latin America by Chambers and Partners and Best Lawyers.

She graduated from the University of Puerto Rico with a Bachelor’s Degree in Science, and obtained her law degree from the Interamerican University of Puerto Rico, School of Law. She has vast experience in high profile reorganization issues related to the financial and economic phase of corporate and individual debtors. She is the author of “Short Lectures on Chapter 11 Practice” and many other lectures on bankruptcy proceedings, including the analysis, significance and impact of the Puerto Rico Oversight, Management, and Economic Stability Act, 48 U.S.C. § 2101, et. seq., (PROMESA), over the Commonwealth of Puerto Rico.

Before founding C. Conde & Assoc., she worked as Assistant to the Director of the Puerto Rico Electric Power Authority and actively participated in administrative and operational decisions at the highest levels of the public corporation for the Commonwealth of Puerto Rico. Later, she joined the United State Trustee’s Office, where she was appointed as attorney advisor to the US Trustee for the District of Puerto Rico. During her tenure at the United States Trustee’s Office, she was designated as attorney in charge of criminal prosecutions in bankruptcy fraud with the US District Attorney’s Office for the District of Puerto Rico.

With over 20 years of experience in bankruptcy proceedings, Attorney Carmen Conde has participated in prominent cases throughout their reorganization bankruptcy proceedings and/or turnarounds, including the reorganization process of the Roman Catholic Church, Diocese of San Juan, where bankruptcy law and canonic law intertwined.

She has also participated together with Chapter 7 trustees in high profile cases, for the administration and recovery of assets. She has had an active participation in high profile cases assisting several law firms from the United States and the US Virgin Islands. C. Conde & Assoc. has actively participated in the bankruptcy proceedings for the restructuration of the debt of the Commonwealth of Puerto Rico under the Puerto Rico Oversight, Management, and Economic Stability Act (PROMESA) holding the representation of significant creditors.
